Carry out a massive millitary operation and destory all the terrorist camp in POK.
Force Pakistan to ban its terrorist camps by creating a global pressure.
Encounter all the possible suspects in India who can be associated with Lashkar, Daud, ISI.
Carry out joint millitary operations along with U.S. and U.K. and create a situation post 9/11
Stop Importing goods from Pakistan and Exporting their Requirements basically to create every economic problem.
Establish a central body to keep a check on terriorism and not let the State government interfere at all.
