Within the context of an archive, should historians make all info available immediately, or to hold it "private" for a set amount of time?

All info should be available immediately.
Some of it should be made available right away; some should be held privately for a certain amount of time.
It should all be held privately for a set amount of time (for privacty of those who are still alive, etc.).
