RCMP should investigate complaints against a municipal police force, and vice versa

Each police department has an internal investigation unit, and should use it to investigate complaints

All complaints should go to an independent civilian authority, in each province and nationally

Each municipality or jurisdiction that has its own police should have its own complaints unit
