Only the contractor may attempt the assassination

Only players less than 10 levels apart from the victim may attempt the assassination

Only players less than 5 levels apart from the victim may attempt the assassination (and contractor may only set contract against player less than 5 levels apart)

Setting up a new contract requires 6 SP
