Who is responsible for the oil spill in the gulf?

BP they f'ed that one up big time.
US Government is actively preventing citizens from cleaning it up.
They are both through incompetence.
Both have some malicious conspiracy at hand.
Neither it was an act of God and he doesn't like the Gulf coast.
