What's your opinion on the new Meaningful Use regulations?

Well thought-out, and will likely have a positive effect on patient safety
Well thought-out, but will not affect patient safety or healthcare
Well-intentioned, but incomplete and/or not satisfactory in some way
I don't support the the new regulations at all
