A - Ban them altogether and make shoppers pay a fee for a paper bag.
B - Ban them altogether but offer paper bags free of charge.
C - Provide them, but offer a credit for each bag a shopper brings.
D - Charge a fee for plastic but give a credit for bringing their own.
