How would you grade the VA for their treatment and diagnosis of soldiers with PTSD?

A- They do an excellent job!
B- Good, but there's room for improvement.
C- Okay. It's a hard job, but they do the best that they can.
D- There need to be major improvements to their system of approving and diagnosing patients.
F- They're failing! We need to overhaul the entire system!
