Should I head back home for my 21st Birthday? Or should I stay overseas as initially planned?

Head home! Home is still the best place to be with such a special occasion.
Stay on! Not everyone can say that they celebrated their 21st overseas!
Travel some place else and do your own personal retreat!
CELEBRATE IN BOTH COUNTRIES. you're only 21 once!
Don't do anything. Being 21 isn't a big deal.
