I do, by myself
DH makes/enforces rules for his kids. I make/enforce rules for mine.
DH makes and enforces all of the rules.
DH and I make and enforce rules together.
DH and I make the rules, with some input from the kids, and enforce them together.
DH and I make the rules at our house, but we also follow through with rules from BM's.
BM and DH make and enforce the rules for the kids at both houses.
We don't really have many rules or consequences at our house.
