Should we Dress up for Winter Carnival, or keep it casual?

Dress up! I never have a good excuse to get fancy.
Keep it casual! I work hard all week and would love to be comfortable.
Semi-formal! Dress up but not ball gowns and tux's or anything.
I don't give a shit.
