Yes if there is enough players registered that day to make dividing the prize pool in half.
Not enough players on daily comps
Why, I thought that’s what the handicap system was for,, everyone playing from an equal pegging

No brainer, the money is irrelevant. low cappers would just like the recognition of a killer round once in a while
No one plays off higher than 18 handicapp. You play off back tees and forward tees when you stroke.
