If you were/are past due on your water bills, what could your water utility offer you to help?

Offer me a longer period of time to pay (2-3 years).
Forgive some of the amount I owe first and I will pay the rest.
If I pay $x, my water utility will forgive $y (50/50 match).
Nothing. So long as they can't shut me off, I just can't pay right now.
