Is it dishonest to use the term "priority" about something and then to allocate less than 2% of your efforts to it? If your answer is yes, you should know that Cancer Research UK says research into childhood cancers is its' priority but they allocate less than 2% of research funding to these cancers (while using children in round 40% of their advertising).
