There's 2 parts. Part 1: In respect to the topic of bullying, which would you be more interested in seeing research about the bully perpetrator, or the victim? Part 2: in respect to the perpetrator, should you be more interested in reading about which variables contribute to what makes a bully, or punishment/prevention effectiveness with bullies?
