Out of 3899 ballots, nassif edged ramadan by just 1.7 points — 68 votes. The lead flipped twice in the opening days, nassif up on day 1, ramadan up by day 2, before nassif reclaimed it on day 11. From there the standings froze at the same 45% reading for 36 straight days, all the way to the finish.
The closeness masks a real split: Jordan, the single largest country bloc at 32 votes, backed ramadan — but every other top country, Egypt, the US, Israel, Morocco, Tunisia, Saudi Arabia, Algeria, Lebanon, Belgium, sided with nassif. Rahma trailed the whole way, closing at under 10%.
