How do you believe the city will pay for Proposition 4 (Envision Spokane) if it passes in November?

Massive cuts to necessary services (police, fire, road maintenance etc)?
Massive revenue enhancements (nice word for Fees and Taxes)?
The city won't be able to pay for it and will just go bankrupt?
