My neighbor (who barely speaks English and has at least 3 families living in the house) has his sump pump hose draining towards my yard. When it rains it floods my yard to the point where I can't get to the gate to my backyard. What do you think I shoul

1) Try to talk to him.
2) Call the Village Hall.
3) Take my axe and chop the hose off at night.
