Renting a booth at a public gathering (flea market, annual fair, etc.).
Group protest (legal & peaceful).
Group protest (civil disobedience & peaceful).
Vandalism/property damage.
Rioting (property & human damage).
Sabotage (property and/or human).
Single- or mass-target kidnapping.
Single- or mass-target assassination.
Sabotage (infrastructure: electric, water, etc.)
