If some of your plants encroach on your neigbours property what can they do about it?

Nothing, it is your property and until you sort it they can't touch it.

They can cut it back and throw it away, after all it was on their property.

They can remove it to the property boundary and must offer it back to you and if you don't want it they must dispose of it.
