Scenario: You've been out of school almost a year, trying to move out of state and can't seem to get a job. The jobs that you do interview for, aren't exactly where you want to be, but you've considered taking it and then moving a second time at a later date, just to get into the state. You can work for a company in your current state and with that company you can do a lateral transfer into the state you want to be in, right where you want to be, down to the exact city you want to live in. You'd have to spend a couple months still where you are, but you'd be guaranteed to move after those few months and have a job with the same company, where in every other situation, it's unknown and income is a toss-up. What would you do??? Bite the bullet for a couple more months to have everything you want? Rush it and see what happens?

I would save up and move unemployed. Take the risk, get the first job available, and then change jobs 2x+

I would stay put and apply for however many months it could take, after all, it's already almost been a year
