The State Legislature should ensure that free speech is not only allowed in public areas of taxpayer funded institutions of higher education, but shall not be stifled by anyone.

I think you have a very misguided conception of what "safe places" entail. The First Ammendment still exists and is in effect, political grandstranding by passing a redundant law is a waste of time and energy.

Taxpayer funded colleges should continue a move toward protecting young adults by creating "Free Speech Zones" and "Safe Places".
