4. Continue resticting membership to local citizens only

1. Continue allow businesses to post adds for their businesses
3. Keep group closed
2. Moderate discussions so that the group becomes focused on city issues and discussions

4. Allow membership to anyone
5. Allow all posts making free speech for everyone
5. Moderate and approve each post to enforce local relevance and content
