This poll never had a moment of doubt. From day one the option calling photofines "badly executed and a private business" opened at 100% and settled into a 95-96% share for the rest of its 14-day run, finishing at 2,553 of 2,672 votes — a 21-to-1 margin over the safety-benefit option.
The rejection is near-unanimous across borders, not just Jalisco: Mexico's 1,181 voters lean against it, and Colombia's 200 do too, alongside every other country in the sample. Only 119 people nationwide took the other side — and not one of them was a page fan.
