"An 18-year-old Muslim man, who didn't want to be identified, got into an argument at work with another employee. They avoided each other but as the work shift went on the young man felt threatened. “He said, 'Do you know I have a licence to kill?'” the young man said." "Bellai [chief of police] stands by the way the incident was handled. "Saying, 'I have a licence to kill,' is not a direct threat." He said it was a straightforward dispute between co-workers about a shift but there were no threats of violence. “'I have a licence to kill and I'm going to kill you,' that's a completely different kettle of fish.” So here's a question to y'all. If someone says to you in the course of a dispute: "do you know I have a license to kill?" Do you feel this constitute a threat?
