'Bellai [chief of police] stands by the way the incident was handled. 'Saying, 'I have a licence to kill,' is not a direct threat.' He said it was a straightforward dispute between co-workers about a shift but there were no threats of violence. “'I have a licence to kill and I'm going to kill you,' that's a completely different kettle of fish.” So here's a question to y'all. If someone says to you in the course of a dispute: 'do you know I have a license to kill?' Do you feel this constitute a threat?
