The idea that principals could build their "own team" from provincial teacher rosters never found an audience: 4,227 votes branded it clientelismo against just 188 who called it real autonomy. That 95.7%-to-4.3% split was already locked in on day one and hadn't moved by day 36 — 4,415 votes, one verdict.

The tiny pocket of support skewed noticeably more male: 44% of "true autonomy" backers were men versus 29% among the majority camp, even as women were the largest bloc on both sides. Beyond Italy's 3,195 votes, every other top country — UK, US, Canada, Austria, Germany — landed the same way.
