Sivas Merkez topped the field but only just — 23.1% of 3,386 votes, with 13-Şarkışla trailing at 9.1%. Sixteen other districts carved up the rest in thin slices, several within a point or two of each other. This wasn't a mandate; it was a plurality squeezed out of a genuinely fragmented field.
The shape was set almost immediately: after a brief handoff to Koyulhisar around day 4, Sivas Merkez retook the lead by day 17 and the margin barely moved for the next 319 days — settling at 15-23% and holding. Sivas Merkez also skewed heavily male (28 to 6) and pulled most of the Türkiye-based votes, while a small U.S. contingent leaned Koyulhisar.
