Is it unfair to ask those on benefits (unemployed job seekers) to help the community by doing volunatary work (helping new migrants learn English, helping the elderly, cleaning Graffiti etc) or to attend work placements to get them new skills?

Should West Pakistan break up into independent states based on ideology and/or cultural viewpoints (i.e. Islamic Caliphate, Secular Democracy, Feudal Clan/Tribal system)?
