Should VA Beach repay the 20 Million Dollars it owes State Taxpayers? In November 2016, Virginia Beach voted down Light Rail. Because of that the City now owes the State 20 million Dollars and another 5 million to the Federal Government. Virginia Beach is now trying to work out a deal where they would not have to pay that money back, but that would require a promise of some method of "Mass Transit" to be used on the land.
