So I have a friend who's arguing that Halloween would be over if the law said "you are required to put your address inside of a ziplock baggy equipped with the candy you hand out for Halloween to children". I personally think that would make trick or treating safer for both kids and people handing out the candy. What are your opinions •Halloween would be safer, it's a great idea? •Halloween would be over no one would hand out candy?
