Cluj-Napoca grabbed the lead on day 3 and sat on it for nearly two months before Craiova snatched it back on day 60. The two traded it twice more, and the deciding swing didn't land until day 103 of 141 — Cluj-Napoca's fourth and final flip, with barely more than a third of the poll left to vote.

It held: 223 votes to 219, a 9.2% to 9% finish separated by five votes out of 2429. Neither city ever pulled away, because neither could — 19 cities split the field so thin that the winner convinced fewer than one in ten voters. Romania itself, the source of of those votes, actually leaned Craiova the whole way.
