Ten cities split 3,182 votes and nobody came close to a majority. Casablanca topped the field with 696 votes — 21.9%, meaning more than four in five voters picked someone else. Marrakech trailed at 17.1%, Agadir at 14%, Tangier at 10.4%, and the bottom six cities never cracked double digits between them.
The winner didn't even carry its own country. Morocco supplied the single largest identified bloc of voters, 53 of them, and their plurality broke for Tangier — not Casablanca. The margin never moved either: Casablanca's lead over Marrakech opened near 22 points on day one and sat there, untouched, for the full 97 days.
