The leading excuse was simple: 503 voters, or 32.2%, said they had just been busy. Owing money came next at 27.2%, followed closely by forgetting at 25.2%. Missing paperwork was the least-selected answer at 15.4%.
No option approached a majority, but “just been busy” led at every checkpoint. The United States supplied the largest country bloc, with 166 voters leaning toward that answer.
