Chile cast the single largest bloc of identified votes, 48 in all, and backed Francisco. It didn't matter — Chapu closed at 32.1% (1,443 votes) to Francisco's 28.5% (1,280), a 163-vote gap that was already locked in before most of the country's votes even arrived.
